Discuss the significance of indigenous shipbuilding for India's naval self-reliance, with reference to recent Multi Purpose Vessel projects.

  2. Enabling indigenous defence R&D
  3. Economic and industrial gains
  4. Constraints

Warship construction is the most capital- and technology-intensive segment of defence manufacturing, and India is among the few nations designing and building its own fleet. The launch of 'Samarthak', the first Multi Purpose Vessel (MPV), on 14 October 2024 at L&T Kattupalli [1] illustrates how indigenous shipbuilding is converting Aatmanirbhar Bharat from policy intent into fleet capability.

Strategic significance

  • Domestic construction insulates the Navy from supply-chain disruption and sanctions, ensuring assured refit and spares support through a vessel's life.
  • MPVs are designed to tow ships, launch and recover targets, and operate uncrewed autonomous vehicles [1], expanding capability in emerging unmanned maritime warfare.

Enabling indigenous defence R&D

  • MPVs act as a trial platform for indigenous weapons and sensors under development [1], reducing dependence on foreign platforms for testing — a critical, often overlooked link in the DRDO-to-deployment chain.
  • All major machinery and auxiliary systems are sourced from indigenous manufacturers [1], deepening the domestic component ecosystem beyond the hull.

Economic and industrial gains

  • Shipbuilding has a high employment and ancillary multiplier, sustaining MSMEs in steel, electronics and propulsion.
  • The MPV contract, signed between the Ministry of Defence and L&T on 25 March 2022 [1], reflects the growing role of private shipyards alongside Defence PSUs, injecting competition and capacity.

Constraints

  • Long gestation remains a concern: keel laying in March 2023 [2] preceded launch of Samarthak by over eighteen months, with sister ship 'Utkarsh' following in January 2025 [3].
  • Critical components such as propulsion and specialised sensors still involve foreign content, so "indigenous" is a matter of degree.

Indigenous shipbuilding thus delivers strategic autonomy, technological depth and industrial growth simultaneously. Sustaining it requires stable order books, faster design cycles and greater indigenisation of propulsion and electronics. If the momentum shown by the Sandhayak-class and MPV programmes [4] is maintained, India can credibly progress from a buyer's navy to a builder's navy.
