With per capita water availability shrinking and groundwater over-extraction widespread, India's water security now depends less on new sources than on recycling what is already used. Treated wastewater reuse converts a disposal liability into a dependable resource, and States are finally beginning to codify it.
Significance in addressing water stress
- Substitution of freshwater: treated water can serve non-potable demand — agriculture, industry, construction, urban landscaping and ecological restoration — freeing fresh sources for drinking [3]. The Power Tariff Policy, 2016 already obliges thermal plants to use STP water within a 50 km radius [1].
- Pollution abatement: reuse cuts untreated discharge, reducing river pollution load and supporting Namami Gange/Arth Ganga river rejuvenation goals [1][3].
- Drought-proof supply: sewage flows are perennial and climate-independent, giving industry and peri-urban farmers reliability that canals and aquifers cannot [5].
- Circular economy shift: it replaces the "treat-and-dispose" mindset with resource recovery, a stated aim of the National Framework for Safe Reuse of Treated Waste Water [2].
Uttar Pradesh: a phased, target-driven model
- Cabinet-approved Safe Reuse of Treated Water (SRTW) Policy, 2026, drafted by the State Mission for Clean Ganga with technical review by the Centre for Science and Environment [4].
- Graded targets: 50% reuse by 2030 where STPs are operational, rising to 100%; and 30% by 2030 in areas lacking functional STPs [4] — realistic sequencing rather than a uniform mandate.
Uttarakhand: a terrain-sensitive regulatory model
- Notified SRTW policy covering industrial processes, construction, flushing and irrigation of parks and green spaces [3].
- Its strength is institutional clarity — defined roles for departments, urban local bodies and industries — and adaptation to hill-versus-plains realities [3].
Together, the two illustrate that a national framework yields results only when States contextualise it. Adoption remains the exception; extending enforceable, use-specific quality standards and blended-finance models to all States, as NITI Aayog urges [1], would make reuse central to water security under Viksit Bharat 2047.
