India follows a system of presumptive titles, where ownership rests on records that are often outdated, fragmented across revenue and registration offices, and spatially unverified. The Unique Land Parcel Identification Number (ULPIN) — a 14-digit alphanumeric, geo-coordinate-based code dubbed "Bhu-Aadhaar" under DILRMP [1] — seeks to fix identity of land itself, making it the foundation of secure property rights.
Strengthening property rights
- Unique, permanent identity: each parcel is geo-referenced and machine-readable, so ownership attaches to a definite piece of land rather than a vague survey description [1].
- Single source of truth: linking Records of Rights, cadastral maps and registration data ends duplicate and dubious claims, and helps identify and protect government land from encroachment [1].
- Credit and welfare access: verifiable titles improve collateralisation of rural land and targeting of benefits — with about 95% of rural land records digitised, the base for such linkage now exists [2].
- Rollout is nationwide in scope, extending across most States/UTs [3].
Reducing litigation
- Land disputes clog civil courts; most arise from overlapping records, boundary ambiguity and fraudulent mutations. Geo-coded IDs make double registration and benami transfers detectable at source.
- Integration of registration with revenue records — as in Assam's rollout of NGDRS alongside ULPIN [4] — enables real-time mutation, closing the gap that breeds disputes.

Persisting limits
- Land is a State subject (Entry 18, State List), so record quality varies; ULPIN records ambiguity faithfully rather than resolving it.
- Survey-resurvey backlogs, unrecorded tenancy, and tribal and forest lands remain weakly captured.
Unique identification is thus a necessary enabler, not a substitute for reform. Coupled with conclusive titling, updated survey and grievance redress, ULPIN can transform land from a source of conflict into a secure, bankable asset — advancing both ease of doing business and the constitutional promise of Article 300A.
