'Ease of Doing Business reforms are only as effective as their state-level implementation.' Examine this statement with reference to NSWS.
The National Single Window System (NSWS), soft-launched on 22 September 2021, offers investors one digital interface for G2B clearances across Central and State governments [1]. Its four-year record largely validates the statement, though Central design still delivers gains independent of States.
The Central achievement is real
- Over 8.29 lakh approvals granted since launch, spanning 32 Central Ministries and 34 States/UTs [2].
- The Know Your Approvals (KYA) module, used by over 1.5 lakh investors, removes the discovery cost of not knowing which clearances apply — a gain available irrespective of State action [3].
- All government-route FDI proposals are now filed through NSWS, creating a timestamped, trackable record that is harder to sit on quietly [4].
Why the State half is decisive
- NSWS hosts roughly 686 Central approvals against 7,498 State approvals — about eleven State clearances per Central one [2]. A fully working Central half leaves the bigger half untouched.
- Land, industry and local-body subjects sit in the State List (Seventh Schedule), so onboarding is voluntary persuasion, not instruction — hence phased entry, with J&K the first UT integrated [5].
- The slippage is visible in the government's own timelines: 14 Departments and 5 States were promised by December 2021 [6]; the count stood at 27 Ministries and 19 States/UTs by early 2023 [7], reaching 32 and 34 only by 2025 [2].
- NSWS is an integration layer over existing portals, not a replacement [8]; the deciding officer remains inside the parent department, so a dashboard makes delay visible, not shorter.
Way forward
- DPIIT should publish time-to-clearance, ministry- and State-wise, not merely approval counts — especially since the World Bank discontinued the Doing Business report in September 2021 [9], leaving India to grade itself.
- A dated public onboarding tracker for pending States, plus outreach through Indian Missions abroad [3].
Federal cooperation, not Central digitisation alone, converts a single window into a genuinely single clearance.
