'Energy for All' as India's BRICS 2026 energy-track theme reflects domestic priorities as much as multilateral ones. Comment.

Under its fourth BRICS Chairship, India has adopted "सर्वेषां ऊर्जम्" (Energy for All) as the energy-track theme, endorsed at the 11th BRICS Energy Ministers' Meeting at Gurugram (25–26 June 2026) [1]. The theme is genuinely dual-purpose: it universalises India's own energy-access model while advancing a Global South agenda on energy security.

Domestic priorities mirrored in the theme

• Universal access as lived policy: India's own trajectory — household electrification, clean cooking fuel and rural grid extension — gives it the moral standing to project "Energy for All" outward rather than merely rhetorically endorse it.
• Transition with technology, not abandonment: Chairship side events on clean coal technologies and electrical appliance efficiency standards [1] mirror India's domestic balancing act — coal-dependent baseload alongside efficiency labelling and renewables scale-up.
• Grid modernisation interest: the launch of the BRICS Digital Centre of Excellence for Smart Grids and Energy Storage under the Energy Research Cooperation Platform [1] aligns directly with India's storage and grid-stability needs as variable renewables expand.

Multilateral and strategic dimensions

• Equity framing: "Energy for All" restates a development-first position for energy-deficit economies, resisting uniform transition timelines set by developed countries.

Limits: BRICS members differ sharply — energy exporters versus importers — so consensus themes risk remaining declaratory without financing and delivery mechanisms.

The theme is therefore neither purely domestic projection nor pure diplomacy; it is a coherent alignment of the two. Anchoring it in concrete deliverables — research platforms, storage cooperation and youth capacity-building — can convert a slogan into shared capability, advancing SDG-7 for the Global South.
