Evaluate the role of joint air exercises in enhancing interoperability among Indo-Pacific partner air forces.
Interoperability — the ability of partner forces to operate together using common procedures, communications and tactics — has become the currency of Indo-Pacific security cooperation. Joint air exercises are India's principal instrument for building it, though their contribution is real but bounded.
Operational and technical gains
- Combat familiarisation: in the inaugural Veer Guardian 2023, IAF Su-30 MKI flew against JASDF F-2 and F-15 fighters over 16 days of air combat manoeuvring, interception and air defence missions in both Visual and Beyond Visual Range settings [1].
- Enabler integration: the fighter contingent was supported by IL-78 flight refuelling and C-17 Globemaster airlift, validating long-range deployment logistics — the hardest part of coalition air operations [1].
- Procedural convergence: repeated iterations standardise briefing formats, airspace control and safety protocols, as seen in the IAF–USAF Cope India-2023 exercise [4].
Strategic and diplomatic dividends
- Institutionalises the India-Japan defence relationship: Veer Guardian was the first-ever bilateral fighter exercise between the two air forces [2], now continued in Ex Veer Guardian-2026 [3].
- Builds a networked partnership architecture complementing the Army's Dharma Guardian and naval exercises, signalling deterrent resolve without alliance commitments [5].
- Ground interactions and doctrinal exchanges create trust and personal networks that outlast the exercise itself [1].
Limitations
- Exercises are episodic; skills decay between editions.
- Platform and data-link incompatibility (Russian-origin IAF fleets versus American/Japanese systems) caps genuine integration.
- Security-classification limits restrict sharing of electronic warfare and sensor data.
- Absence of logistics-sharing and secure communications agreements with every partner constrains real-world surge operations.
On balance, joint air exercises deliver substantial tactical learning and strategic signalling, even if full interoperability requires enabling agreements, common data links and greater frequency. Sustained, progressively complex editions — backed by logistics and communication pacts and indigenous platform upgrades — can convert episodic familiarity into dependable collective capability, advancing India's vision of a free, open and inclusive Indo-Pacific.
