Evaluate how a shift to return-period-based flood zoning (as recently notified for the Ganga) could improve flood risk management in India's river basins.
Flood plain zoning — regulating land use by the frequency with which land floods — is recognised as the key non-structural flood measure, yet remains India's least implemented one [4]. The Ganga notification's move to return-period zoning is scientifically sound, but its gains depend on data and enforcement.
The shift in substance
- The amended River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016 defines the active floodplain as area inundated by a 1-in-5-year flood, a regulatory zone between 1-in-5 and 1-in-25-year floods, and an outer warning zone [3].
- This replaces static, contested demarcation with probabilistic hydrology, matching the CWC–Jal Shakti technical guidelines circulated to states [2].
Merits for flood risk management
- Graded land use: prohibition in the active channel, conditional use further out — more defensible and enforceable than blanket bans.
- Risk-informed planning: return periods feed directly into building codes, alignment of roads and embankments, insurance pricing and evacuation planning.
- Ecological gain: protects natural buffers and groundwater recharge functions, reducing downstream flood peaks.
- Replicable template for the Brahmaputra, Yamuna and peninsular basins, where demarcation is still pending [1].
Limitations
- Return periods assume stationary hydrology; climate-driven extreme rainfall makes past records a weak guide.
- Requires long discharge series and fine-resolution mapping — even Yamuna floodplain demarcation in Delhi is unfinished [1].
- Graded zones can, without strict enforcement, legitimise construction in outer zones.
- Water is a State subject (Entry 17, State List); the order binds only the Ganga basin, and only Manipur, Rajasthan, Uttarakhand and erstwhile J&K have zoning laws [1] — hence NGT's continuing scrutiny under the NGT Act, 2010.
On balance, return-period zoning is a genuine methodological advance that converts flood management from post-disaster relief to pre-disaster risk regulation. Its promise will be realised if states adopt the 1975 Model Bill's framework with periodically revised, climate-adjusted flood maps and satellite-based demarcation — aligning India with the Sendai Framework and SDG 11's goal of resilient settlements.
