Evaluate the significance of the EU–India Mobility and Migration Agreement signed alongside the 2026 FTA for India's skilled workforce and diaspora policy.

Concluded on 27 January 2026 at the 16th India–EU Summit alongside the "mother of all deals" FTA, the Mobility and Migration Agreement converts India's demographic advantage into structured legal access to 27 developed economies [1]. Its worth lies less in tariff arithmetic than in institutionalising movement of people — historically the weakest chapter of India's trade diplomacy.

Gains for the skilled workforce

  • Contractual mobility secured: commitments for Intra-Corporate Transferees and Business Visitors, with entry and working rights for dependants — a long-standing Indian ask [2].
  • Sectoral depth: EU offers in 37 sub-sectors for Contractual Service Suppliers and 17 for Independent Professionals, covering IT, R&D, professional and education services — directly aiding India's IT/ITeS export base [2].
  • Students: a framework for student mobility and post-study work, widening pathways beyond the saturated US–UK corridor [2].

Gains for diaspora policy

  • Shifts diaspora engagement from remittance-centric welfare to a rights-and-recognition model, backed by a framework to negotiate Social Security Agreements over a five-year horizon — addressing forfeited pension contributions of Indian professionals abroad [2].
  • Complements the parallel Security and Defence Partnership, embedding people-flows in a strategic, not merely commercial, relationship [3].
  • Legal channels reduce reliance on irregular migration, strengthening India's negotiating credibility on readmission.

Limitations

  • Migration remains largely a national competence of EU member states; commitments apply only to willing states, so benefits may cluster in a few economies.
  • Mobility is temporary and contract-linked, not settlement — qualification recognition, language and visa processing remain practical barriers.
  • The FTA itself awaits Council approval, European Parliament consent and Indian executive ratification, with entry into force expected only by early 2027 [1].

On balance the agreement is a qualified but genuine breakthrough — India's first mobility framework of this scale with a developed bloc. Its promise will be realised only if domestic skilling, mutual recognition of qualifications and swift conclusion of Social Security Agreements follow, turning brain drain into brain circulation consistent with India's demographic-dividend goals.
