Its worth lies less in the technology itself than in whether it repairs India's stale denominators and safeguards the data it gathers.
Significance for policy design
- Refreshed denominator: NFSA entitlements still cover about 81.35 crore people, a figure computed on Census 2011 [4]. Fresh 2027 counts allow welfare coverage, fiscal transfers and delimitation to rest on current population.

Limitations that temper the gains
- Classification, not collection, is the binding constraint. SECC 2011's caste data was referred to an expert group for classification and never finalised [5]. Unless the app offers a standardised, State-wise caste directory, digitisation will only build a messy list faster.
- Linkage risk: the 1948 secrecy clause bars disclosure but predates linked digital identifiers; the consent and purpose-limitation duties of the DPDP Act, 2023 [6] set the contemporary benchmark.
- Capacity gaps: connectivity and enumerator training in remote terrain, and unverified self-enumerated entries [1].
The digital census is therefore a genuine advance in speed, granularity and traceability, but not self-executing. Its promise is realised only if caste tables are actually published with socio-economic columns, statutory secrecy is upgraded to DPDP-era standards, and NFSA-type coverage is re-fixed on 2027 figures — turning better counting into better entitlements.
