Vande Bharat and Amrit Bharat Express mark Indian Railways' shift from pure capacity addition to service-quality-led modernisation. Their significance is real but supplementary — they transform the passenger experience without yet resolving the network's deeper capacity and financing constraints.

Merits: why they matter strategically

  • Speed and connectivity: 164 Vande Bharat services operate across 274 districts, having carried over 7.5 crore passengers [2] — compressing inter-city travel time and making rail competitive with road and short-haul air.
  • Technological self-reliance: indigenously designed semi-high-speed trainsets; the Sleeper variant launched on the Howrah–Kamakhya route in January 2026 [2] extends the technology to overnight long-distance travel.
  • Equity dimension: Amrit Bharat, a budget push-pull long-distance service, targets migrant and low-income travellers; 14 services were regularised in August 2026, taking the total to 86 [1].
  • Ridership response: Railways carried 67.27 crore passengers in August 2026 against 64.43 crore a year earlier [1], indicating demand for upgraded services.
  • Spillover effect: premium services force track upgradation, signalling and station redevelopment that benefit ordinary trains too.

Limitations of the modernisation push

  • These trains remain a small fraction of daily passenger services; ordinary mail/express and suburban trains — the latter growing 9.02% in August 2026 [1] — still carry the overwhelming bulk.
  • Premium fares limit accessibility for the mass traveller, and route allocation attracts charges of political selection.
  • On mixed-traffic corridors, faster passenger trains consume paths needed by freight, which crossed 1 billion tonnes in FY 2025-26 [3] and cross-subsidises passenger operations.
  • Modernisation of rolling stock outpaces safety and track renewal systems such as Kavach.

On balance, passenger modernisation is a significant but partial advance — valuable as a visible signal of capability and a driver of ancillary upgrades. Its full promise will be realised only when paired with freight-passenger separation through Dedicated Freight Corridors and universal safety systems, as envisaged in the National Rail Plan, so that modernisation reaches the ordinary commuter and not only the flagship corridor.
