Once dismissed as an investment acronym turned "talk shop", BRICS now speaks for eleven economies. The 18th Summit at New Delhi (12–13 September 2026), which adopted the New Delhi Declaration [1], suggests a real but incomplete shift towards delivery.

Limits that persist

  • Consensus-bound and non-binding: a 140-point declaration [1] without a permanent secretariat or compliance mechanism remains largely aspirational.
  • Internal contradictions: the dominant processor of rare earths sits within the grouping, so the "weaponisation" concern is intra-BRICS. Modi first raised it at Rio de Janeiro (July 2025) [3]; its repetition in 2026 shows recurrence without resolution.
  • Strategic divergence among members with opposed alignments limits common positions on security and trade; de-dollarisation talk outpaces action.
  • Scale gap: NDB lending remains modest against Bretton Woods institutions [4], and announced initiatives await measurable implementation.

On balance, BRICS has moved decisively past symbolism into issue-based functional cooperation, yet falls short of a rules-bound, enforceable institution. Its credibility will rest on converting the New Delhi initiatives into audited outcomes, in line with Modi's call for "concrete actions, not merely ideas" — an agenda that advances SDG-9 and SDG-17 and serves India's interest in diversified, secure supply chains.
