DBLOTT — Design, Build, Launch, Operate, Train and Transfer — is the delivery route chosen by Assam for its ASSAMSAT earth-observation constellation [1]. It extends conventional PPP by adding skill-transfer and final public ownership to private execution.

Anatomy of the model

  • A private partner designs, builds, launches and operates the asset, then trains State personnel and transfers ownership — unlike BOT/DBFOT, where a concessionaire recovers costs through user charges over a long concession.
  • Assam's ASTEC invited private aerospace firms for a low-earth-orbit constellation for flood response, border and char-area surveillance [1].
  • It is feasible only because the Indian Space Policy 2023 opened end-to-end space activities to non-government entities [2], authorised through IN-SPACe, the single-window nodal agency [3].

Strengths

  • Risk allocation: technology, schedule and launch risks rest with the builder — echoing the Kelkar Committee (2015) principle of assigning risk to the party best able to bear it [4].
  • Sovereign control: "Transfer" leaves the State owning a strategic asset instead of perpetually purchasing imagery from national or commercial providers [5].
  • Capacity creation: "Train" converts one-off procurement into durable in-house technical capability.

Limitations

  • Fiscal burden stays wholly public; no user-charge revenue stream to defray cost.
  • A thin domestic vendor base risks weak competition and lock-in for spares and ground segment.
  • Post-transfer operations, maintenance and data-security compliance remain untested.

Applicability beyond space

  • Technology-dense, revenue-poor, strategically sensitive assets: State data centres, cyber-security operations centres and AI compute facilities.
  • Geospatial and drone fleets for cadastral survey; smart-grid metering; metro signalling and rolling stock.
  • Health and skilling: diagnostic and teleradiology networks handed to State health societies.
  • Less suitable where tariffs can finance a conventional concession, or where continuous technology upgradation makes transfer premature.

DBLOTT thus combines private execution speed with public ownership and skill absorption — a promising middle path between outright purchase and long concessions. Its success will hinge on contracts specifying performance standards, IP transfer and post-handover support. Proven in ASSAMSAT, it could become a replicable federal template for indigenous capacity-building.
