Global livestock trade is governed less by tariffs than by sanitary status. Under the WOAH Terrestrial Animal Health Code, a country need not be wholly disease-free — it may certify zones (geographically defined) or compartments (biosecurity-defined herd populations) as free of a disease [2]. For India, whose livestock sector contributes 31% of agricultural GVA and 5.5% of national GVA [1], such certification is the key that unlocks premium export markets.
How certification enhances competitiveness
