Green crackers are firecrackers redesigned by CSIR laboratories to give off less pollution, and they are certified by CSIR-NEERI, Nagpur [1]. They try to balance the right to a healthy life under Article 21 with festive tradition. They are a useful but partial fix, not a cure.

Effectiveness: where they work

  • Lower emissions: CSIR reports about 30–40% less particulate matter (PM) and sulphur dioxide than conventional crackers [2].
  • Toxic chemicals removed: The Supreme Court noted that NEERI does not recommend barium nitrate [3]. Barium-based crackers are now barred [4].
  • A lawful middle path: In October 2025 the Court allowed only NEERI-listed green crackers in Delhi-NCR from 18 to 20 October, at designated sites [4]. This respected culture while pushing industry to reformulate.

Effectiveness: limits

  • Cleaner is not clean: 30% less still adds PM to the post-monsoon NCR air, when cold, still air traps pollution near the ground.
  • Rebound risk: Legal approval may lead people to burst more crackers, which would cancel out the gain per cracker.
  • Unproven at scale: In April 2025 the Court refused to relax the NCR ban. It said manufacturers must show scientifically that the pollution is minimal [5].
  • Enforcement gaps: It is hard to tell fake "green" crackers from real ones on the spot. NCR-only orders also ignore smoke drifting in from neighbouring states.
  • Vulnerable groups: People with respiratory illness, including those who had recovered from COVID, stay at risk [6].

Institutional mechanisms

CSIR labs (R&D) → NEERI (testing, certification, listing)
     → PESO (licensing) → SC orders (sale windows, sites) → penalties

Figure: How a green cracker reaches the market

  • R&D and testing: Eight CSIR labs, coordinated by NEERI, developed the formulations. NEERI also set up emission-testing facilities [1].
  • Mandatory certification: NEERI issues test reports, and the Court has made NEERI certification compulsory [2].
  • Centres of Excellence (December 2025): A National CoE at NEERI, Nagpur, and a CoE at CSIR-CECRI, Karaikudi, close to Tamil Nadu's manufacturing belt [7].
  • Licensing and penalties: Violators lose their PESO licence or NEERI registration [4].
  • Judicial oversight: The Supreme Court's long-running Delhi-NCR air-pollution PIL sets the rules for each festive season [4][5].

Green crackers cut pollution from each cracker, but they cannot make up for heavy use, bad weather or weak enforcement. The way forward is a mix of measures:

  • packaging that inspectors can verify on the spot;
  • rules set by CAQM for the whole region whose air moves together, not just Delhi;
  • help for Sivakasi units to shift to green formulations;
  • public awareness so people choose to burst fewer crackers.

Together, these can match festivity with the Article 21 and Article 48A mandates and with SDG 3 (health and well-being).
