Examine India's institutional preparedness against CBRN threats in light of recent DRDO initiatives.

As a signatory to the CWC (1997) and BTWC (1972), India confronts evolving Chemical, Biological, Radiological and Nuclear (CBRN) threats from state and non-state actors. Its institutional preparedness is layered but uneven, and recent DRDO initiatives mark a significant upgrade.

Existing institutional architecture

• Doctrinal base: the Disaster Management Act, 2005 and NDMA's separate CBRN guidelines (chemical-2007, biological-2008, nuclear/radiological-2009).
• Operational arm: NDRF's specialised CBRN battalions as first responders.
• Regulators: AERB and BARC (radiological), NACWC (chemical).

Recent DRDO initiatives — strengthening response

• DRDO opened the CBRN Field Training & Demonstration Centre at Burari, Delhi (May 2026), housing a radiological-nuclear test-bed, a heavy-ion research facility, and emergency-medical and real-time field-response units [1].
• Part of the upcoming CBRN Centre of Excellence under INMAS, it trains responders across MoD, MHA and NDMA [1].
• INMAS's countermeasure pipeline — Shudhika decontamination kit, NBC medical kit and bio-dosimetry — links R&D to field readiness against "dirty bombs" [2].

Persisting gaps

• Capacity concentrated in the NCR, weak for a vast, federal country.
• Inter-agency coordination (MoD–MHA–states) remains fragmented.
• Thin district-hospital readiness and community awareness.

India's CBRN architecture is thus maturing from doctrine towards demonstrated field capability. Replicating such centres regionally, embedding them within NDMA's guidelines and deepening civil-military convergence would build a decentralised, resilient response system — advancing disaster-resilience goals and national security alike.
