Examine how institutional mechanisms like the WMCC and SR talks complement each other in managing India-China border relations.

India and China manage the world's longest undemarcated boundary through a deliberately two-tier architecture: the Special Representatives (SR) mechanism, created in 2003 for political settlement, and the Working Mechanism for Consultation and Coordination on Border Affairs (WMCC), created by an agreement at the 15th SR round in January 2012 for day-to-day border management [1][2]. Neither substitutes for the other; together they separate peace-keeping from problem-solving.

Division of labour

  • SR talks are apex and political — led by NSA Ajit Doval and Chinese Foreign Minister Wang Yi, they negotiate the boundary settlement itself; 24 rounds have been held, the latest in New Delhi on 19 August 2025 [1].
  • WMCC is diplomatic-military and technical — joint secretary-level officials review the Line of Actual Control (LAC), manage friction points and prepare ground-level options; 35 meetings have been held, the most recent in Beijing in May 2026 [2][3].

How they complement each other

  • Framework to implementation: the SRs concluded Stage 1 of the three-stage process through the 2005 Agreement on Political Parameters and Guiding Principles; WMCC translates such political understandings into verifiable border arrangements [1][2].
  • Insulation of ties: WMCC sustained continuous engagement through the post-Galwan freeze, preserving a channel when SR talks were suspended.
  • Feedback loop: the August 2025 SR round tasked WMCC with an Expert Group on "Early Harvest" delimitation and General Level Mechanisms in the Eastern and Middle Sectors — political direction flowing into technical machinery [1].

Limitations

  • Progress remains stalled at Stage 2 (framework), with delimitation and demarcation untouched.
  • Divergent LAC perceptions and asymmetric border infrastructure keep WMCC in crisis-management rather than resolution mode.

The mechanisms are thus mutually reinforcing: WMCC buys the stability that makes SR-level bargaining possible, while SR guidance gives WMCC a direction beyond firefighting. Sustaining this layered engagement — reinforced by high-level visits and clarified sector-wise mechanisms — offers the most realistic path from managing the boundary to eventually settling it.
