Beti Bachao Beti Padhao, launched on 22 January 2015 as a joint effort of the Ministries of Women & Child Development, Education, and Health & Family Welfare [1], was restructured during the 15th Finance Commission period as a component of the Sambal vertical of the umbrella Mission Shakti [2]. This shift from a standalone scheme to a vertical has reordered, rather than removed, the coordination challenge.

How the integration reshaped the architecture

• MWCD schemes were clubbed into three umbrella verticals — Saksham Anganwadi & Poshan 2.0, Mission Shakti, Mission Vatsalya — placing BBBP alongside One Stop Centres, Women Helpline (181) and Nari Adalat under Sambal [3].
• MWCD became the single nodal anchor with 100% central funding across all districts [2], replacing dispersed district-level fund flows.

Gains for coordination

• Single-window convergence: a girl rescued via the 181 helpline or an OSC can be linked to BBBP's education and survival interventions without a separate scheme interface [3].
• Unified fund flow and monitoring under one mission reduces duplication of administrative machinery and audit trails [2].
• Continuity of the tri-ministerial mandate: sex-ratio data (Health), enrolment data (Education) and social mobilisation (WCD) now feed one dashboard rather than three [1].

Persisting frictions

• Umbrella nesting eases intra-ministerial coordination but does not create statutory authority over Health and Education, whose field staff — ANMs, teachers — remain under separate cadres and reporting lines.
• BBBP's behavioural mandate must still align with enforcement of the PC&PNDT Act, 1994, administered separately by Health.
• Full central funding shifts accountability upward while delivery stays with districts, widening the monitoring gap.

Integration has therefore converted a fragmented scheme into a coherent service continuum, while leaving the harder task of cross-ministerial field convergence unfinished. Strengthening district-level joint review committees, common outcome indicators, and real-time data-sharing between the three ministries would let the decade of BBBP's gains [4] translate into genuinely convergent delivery for India's daughters.
