Approved by the Cabinet in March 2024 with an outlay of about ₹10,372 crore, the IndiaAI Mission is MeitY's flagship attempt to build a sovereign, end-to-end AI ecosystem [1]. Its design shows that capability-building and risk-mitigation are pursued as one agenda, not sequentially.
Objectives
- Democratise compute access for startups, researchers and academia, ending dependence on costly foreign infrastructure [1].
- Build sovereign foundation models for Indian languages and India-specific use-cases, reducing vendor lock-in with global frontier labs [4].
- Enable socially impactful AI in agriculture, health, education and governance, and deepen the talent pipeline.
Seven pillars
- IndiaAI Compute Capacity — a shared national GPU pool; the Compute Portal offers 38,000+ GPUs and 1,050+ TPUs at subsidised rates under ₹100/hour against global rates above ₹200/hour [2].
- Foundation Models — twelve teams selected for indigenous LLMs/SLMs; models from Sarvam AI, BharatGen, Gnani and Soket were unveiled at the India-AI Impact Summit 2026 [4].
- IndiaAI Datasets Platform (AIKosh) — quality, non-personal data for training [1].
- Application Development Initiative — scaling problem-driven solutions in priority sectors [1].
- FutureSkills — Data & AI Labs in Tier-2/3 cities, fellowships [1].
- Startup Financing — funding deep-tech AI ventures [1].
- Safe & Trusted AI — indigenous responsible-AI tools, bias-testing frameworks and self-assessment checklists [1].
Balancing innovation and safety
- Safety is an internal pillar, not an external restraint — governance is funded alongside compute [1].
- The India AI Governance Guidelines (November 2025) adopt a techno-legal, "innovation over restraint" approach built on seven sutras, while barring unrestricted deployment of high-risk systems [3].
- New institutions — AI Governance Group, Technology & Policy Expert Committee, AI Safety Institute — create a whole-of-government oversight layer [3].
- Encouragement of lightweight, resource-efficient models matches capability to workload, cutting cost and risk together [3].
The Mission thus treats trust as an enabler of adoption rather than its price. Going forward, aligning it with the DPDP Act, 2023, strengthening the AI Safety Institute's testing capacity, and sustaining shared compute will determine whether India converts infrastructure into genuine technological self-reliance for Viksit Bharat 2047.
