Key bottlenecks
- Cost gap — green hydrogen remains costlier than grey hydrogen, making cost reduction the Mission's central challenge [3].
- Allocation-commissioning lag — commissioned capacity is still a small fraction of the capacity allotted [3].
- Thin domestic offtake — refinery, fertiliser and steel adoption remains pilot-scale rather than mandated at volume [3].
- Infrastructure deficits in storage, pipelines, port terminals and renewable power evacuation.
- Export uncertainty — firm long-term offtake contracts and EU certification norms are still evolving; buyer interest remains at the intent stage [5].
Progress is therefore promising but front-loaded on the supply side. Binding sectoral consumption obligations, faster electrolyser scale-up and conversion of bilateral roadmaps into firm offtake contracts can turn allocations into output — making the Mission a genuine pillar of India's energy security and NDC commitments.
