Examine the role of Aadhaar-based biometric authentication in improving the targeting efficiency of subsidy delivery mechanisms in India, with reference to the LPG (PAHAL) scheme.

Under PAHAL, LPG is sold at market price and the subsidy is transferred directly to the consumer's bank account. Biometric Aadhaar authentication (e-KYC) is the layer that decides who stays on the list — a genuine gain in targeting, but a limited one.

How it improves targeting

  • De-duplication at entry: subsidy flows only to a verified single identity through Aadhaar Transfer Compliant (ATC) or Bank Transfer Compliant (BTC) modes, blocking multiple connections per household across the 30.19 crore PAHAL consumers enrolled as on 1 July 2024 [1].
  • An audit-recommended remedy: the CAG's 2019 PMUY audit found 1.6 crore connections (42%) issued on Aadhaar number alone, 12.5 lakh SECC name mismatches and 1.9 lakh connections to ineligible male members, and recommended electronic KYC to authenticate genuineness [2]. The October 2023 direction to OMCs operationalises this [1].
  • Calibrated, not blanket: MoPNG has clarified that e-KYC applies only to consumers not yet authenticated, is free, and that refill supply is not affected in any case [3].

Where it falls short

  • It verifies who owns the connection, not who burns the gas — diversion after delivery remains untouched.
  • Exclusion risk: worn fingerprints among manual workers and the elderly affect precisely PMUY's target women; UIDAI's face authentication, with 130.5 crore transactions, is the fallback [4].
  • Identity is not eligibility: Aadhaar proves a person is real and single, not poor — SECC cross-validation is still required [2].
  • The binding constraint is affordability: per capita PMUY consumption rose only from 3.68 (FY 2021-22) to 4.47 cylinders (FY 2024-25) [5], and weak refill offtake left ₹1,235 crore of distributor loans unrecovered [2].

Aadhaar authentication has thus made India's largest subsidy transfer verifiable at scale. Writing the supply-assurance into OMC guidelines, giving face authentication parity at the counter, publishing failure data and validating against SECC would uphold the Puttaswamy principle that authentication must enable, never deny, entitlements.
