Article 46 obliges the State to promote the educational interests of Scheduled Castes with special care. The Pre-Matric and Post-Matric Scholarship Schemes are the chief fiscal instruments of this mandate, yet their impact is mediated by a cost-sharing design that delays money reaching students.

Role in educational empowerment
