Precision-guided munitions (PGMs) — munitions with onboard guidance for pinpoint terminal accuracy — were long an import-dependent segment of India's arsenal. DRDO's network of specialised laboratories has been the principal instrument in converting this dependence into an indigenous design-to-trial capability, though production scale-up remains the weaker link.

Consortium model of specialised laboratories

  • The Pinaka Long Range Guided Rocket (LRGR) is designed by ARDE, Pune, with HEMRL for high-energy propellants and support from DRDL and RCI for guidance and navigation [1].
  • Trials are coordinated by the Integrated Test Range (ITR), Chandipur and the Proof & Experimental Establishment (PXE) — indigenous test infrastructure that removes reliance on foreign ranges [1].

Demonstrated technological outcomes

  • Maiden flight test of LRGR-120 at its maximum range of 120 km (December 29, 2025) [2], followed by validation at a user-defined minimum range of 60 km (July 8, 2026), with in-flight manoeuvres and textbook-precision impact [1].
  • Flight tests of the Guided Pinaka Weapon System were completed in 2024 [3], and PSQR parameters — range, accuracy, consistency, multiple engagement and rate of fire — were met in stage-II trials at Balasore, Pokhran and Ladakh [4].

Cost-effective indigenisation

  • LRGR variants are fired from the existing in-service Pinaka launcher, upgrading lethality without fresh platform expenditure [1][2].

Constraints

  • Long development-to-induction cycles, continued sourcing of some critical sub-systems and electronics from abroad, and limited lab-to-industry production capacity temper the self-reliance claim.

DRDO's laboratories have thus moved India from importing PGMs to designing, testing and certifying them across a full range envelope. Sustaining this requires deeper handover to private industry and MSMEs for volume manufacture, seeker and sensor indigenisation, and predictable induction timelines — so that laboratory success translates into fielded, exportable capability under Atmanirbhar Bharat.
