India's observational science capability rests on a network of autonomous institutes funded by the Department of Science and Technology (DST). The Aryabhatta Research Institute of Observational Sciences (ARIES), Nainital — an autonomous institute under DST [1] — illustrates how such bodies convert public funding into frontier atmospheric and space research, though gaps in scale and diffusion remain.

Generating frontier scientific knowledge

  • ARIES scientists detected an unusually high ozone concentration at 21–23 km over the North Bay of Bengal, below the normal ozone-layer peak of 25–30 km, published in Earth and Space Science [2].
  • The cause was traced to dynamical transport of ozone-rich air with downward motion and compression, not photochemical production — day–night comparison ruled the latter out [2]. This refines stratospheric ozone modelling over South Asia.

Building indigenous observational infrastructure

  • ARIES operates an indigenously developed 206.5 MHz Stratosphere–Troposphere (ST) Radar, the country's first high-altitude active-aperture VHF wind profiler [3], reducing dependence on imported instrumentation.
  • It sustains national optical observing facilities in astronomy and atmospheric sciences [1], linking ground-based and space-based science.

Enabling coordinated, multi-platform campaigns

Limitations

Institutions like ARIES, sustained by DST's autonomous-institute framework, thus supply the instruments, campaigns and trained researchers that a self-reliant atmospheric science ecosystem requires. Expanding radar networks, deepening institute–IMD–ISRO data sharing, and mainstreaming such findings into climate services would multiply this return — advancing both the constitutional duty to develop scientific temper (Article 51A(h)) and SDG-13 on climate action.
