An air-gapped system is a computer or network physically isolated from the internet, Wi-Fi and Bluetooth, so that data can be accessed only through physical presence. Recurring examination leaks and cyber threats to critical infrastructure show such safeguards are indispensable, yet effective only when embedded in sound institutional processes.
Role in securing sensitive processes
- Confidentiality at the source: isolated systems block remote exfiltration of question papers. UGC-NET June 2024 was cancelled after the I4C (Ministry of Home Affairs) flagged that examination integrity may have been compromised, and the matter was handed to the CBI [1].
- Layered, node-wise protection: the High-Level Committee of Experts (Prof. K. Radhakrishnan) recommended technology-enabled safeguards at every node — paper-setting, translation, printing and logistics — with biometric authentication and secure-by-design infrastructure [2][3].
- Institutional rebuild: NTA is professionalising its academic, technology and security capabilities on the Committee's advice, pairing air-gapped handling with secluded rooms and device-deposit protocols [4].
Limitations
- Air gaps deter remote attacks but not insider collusion or removable-media compromise — most leaks are human, not digital.
- Hence deterrence is statutory too: the Public Examinations (Prevention of Unfair Means) Act, 2024 penalises colluding service providers with fines up to ₹1 crore [5].
- Isolation also raises cost, delays patching, and can breed false assurance without audit.
Broader applicability
- Critical Information Infrastructure — nuclear plants, power grids, telecom, defence and financial networks — is protected under the NCIIPC, where isolation limits cascading failure [6].
- Government data systems: CERT-In conducted over 9,700 cybersecurity audits in 2024–25, indicating that isolation must be paired with continuous auditing [7].
- Sensitive repositories such as electoral rolls, health records and census data merit similar segregation.
Air-gapping is therefore a strong but partial shield — decisive against remote intrusion, weak against human failure. India's way forward lies in combining technological isolation with professionalised staffing, statutory deterrence and periodic audit, so that public institutions deliver the transparency and equality of opportunity that Articles 14 and 16 promise.
