Waste-to-energy converts biodegradable residue into fuel and manure rather than letting it burn or decay. The Cabinet's approval of GOBARdhan, India's National Unified Scheme for Compressed Biogas with an outlay of ₹23,731 crore (FY 2026-27 to 2035-36) [1], marks a shift from scattered pilots to a national circular bioenergy framework — though feedstock and offtake bottlenecks remain.

Advancing the circular economy

  • Closes the material loop: agricultural residue, cattle dung, press mud and municipal organic waste are converted into CBG plus fermented organic manure, returning nutrients to soil [1].
  • "Waste to Wealth" monetises rural residue — during FY 2023-24, 198 plants were set up and 556 more were under construction, showing a widening feedstock market for farmers [2].

Contribution to climate mitigation

GOBARdhan therefore sits at the intersection of waste management, farm income and decarbonisation, converting an environmental liability into an energy asset. Its success will hinge on reliable feedstock supply chains, pipeline connectivity and steady offtake rather than capacity targets alone. Delivered well, it operationalises SDG 7 (clean energy) and SDG 12 (responsible consumption) together — the essence of a circular bioeconomy.
