Five Zonal Councils — Northern, Central, Eastern, Western and Southern — were set up under Part-III of the States Reorganisation Act, 1956 as statutory advisory bodies, mooted by Nehru to build a healthy inter-State and Centre-State environment [1][2]. On inter-state water and boundary frictions they are useful as dialogue platforms, but their advisory character limits them.

Mechanism they offer

  • Chaired by the Union Home Minister, with member Chief Ministers and a rotating Vice-Chairman, they put disputing states across one table under central mediation [1][3].
  • The Inter-State Council Secretariat (MHA) services the meetings, screens agenda items and tracks pending issues through Standing Committees of Chief Secretaries, giving continuity between sessions [2][3].
  • Section 19 provides a permanent secretariat, so disputes are documented and revisited rather than raised afresh [2].

Limitations

  • Recommendations are advisory, not binding; states may simply record dissent.
  • Meetings are irregular, with multi-year gaps, so momentum lapses.
  • Formal water disputes migrate to tribunals under the Inter-State River Water Disputes Act, 1956, and boundary matters to the judiciary, leaving Councils a pre-litigation role only.
  • Overlap with the constitutional Inter-State Council (Article 263) dilutes ownership [2].

Zonal Councils therefore work best not as adjudicators but as confidence-building forums that narrow the ground before tribunals act. Regularising annual sittings, empowering Standing Committees to monitor implementation, and acting on Punchhi Commission proposals for stronger inter-state machinery would let them serve cooperative federalism in both letter and spirit.
