Signed in April 2005 under the Special Representatives (SR) mechanism created in 2003, the Agreement on Political Parameters and Guiding Principles remains the only political framework both countries accept for settling the boundary question [1]. Two decades on, its significance lies less in delivering a settlement than in supplying the negotiating grammar for delimitation.
Political significance: a framework beyond military talks
- Shifted the dispute from purely technical map-exchange to a political settlement guided by the overall bilateral relationship, negotiated at NSA–Foreign Minister level [1].

Limitations

- Progress remains at the level of "common understandings", not a concluded boundary.
The Agreement's enduring worth is that it survived the worst phase of the relationship and gave negotiators a ready-made platform for resumption. Building on it through phased, verifiable steps — beginning with less contentious sectors — while sustaining peace along the LAC offers the most realistic route to a durable, sovereignty-respecting settlement.
