Public grievance redressal, once a paper-driven and fragmented process, has been re-engineered around the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) — a 24x7 single-window platform of the Department of Administrative Reforms and Public Grievances (DARPG) connecting all Central Ministries, States and UTs [1]. Layering AI onto this digital spine is transforming redressal in reach, speed and accountability, though gains remain uneven.

Widening access and inclusion

  • Samadhan Didi, an AI-enabled voice chatbot built with BHASHINI, was launched on 30 May 2026, letting citizens lodge grievances by simply speaking, without navigating complex forms or categories [2].
  • Support extends beyond the 22 Eighth Schedule languages to Bhojpuri, Khasi, Garo and others in a phased manner, aiding the semi-literate and non-English speaker [2].
  • Multi-channel access — web portal (pgportal.gov.in), mobile app, UMANG and Common Service Centres — reduces the digital-divide barrier [3][4].

Improving speed and quality of disposal

  • NextGen CPGRAMS (1 July 2025) added voice-to-text lodging, chatbot filing, auto-escalation and machine-learning-based auto-replies for redressal officers [3].
  • AI grievance-classification models trained on CPGRAMS data route complaints to the correct authority, cutting misdirection [2].
  • Average disposal time for Central Ministries fell to about 15 days in 2024-25, with the disposal rate crossing 95% even as annual grievances rose from roughly 2 lakh (2014) to over 25 lakh [1][2].

Strengthening accountability

  • Unique tracking IDs, an appeal option, and a Feedback Call Centre (78,830 feedbacks in May 2026) close the loop between citizen and administration [4].
  • DARPG's monthly ranking reports for Ministries and States institutionalise competitive federal accountability [4].

Persisting limitations

  • States/UTs still average around 64 days for disposal against the Centre's 15, and 22 States/UTs had over 1,000 pending grievances as on 31 May 2026 [1][4].
  • Technology aids classification, not resolution capacity; outcomes depend on staffing and digital literacy.

AI is thus shifting grievance redressal from passive complaint-recording toward proactive, inclusive service delivery. Extending capacity-building to State-level officers, auditing algorithmic routing, and using grievance analytics for root-cause policy correction — as the Second ARC envisaged — would convert this technological gain into genuinely responsive governance.
