The cancellation of UGC-NET June 2024, after the National Cyber Crime Threat Analytics Unit reported the paper circulating on the darknet [3], showed that India's leak problem lies less in weak law than in a single-paper, single-day delivery chain. Technology can shrink that attack surface, but only alongside institutional reform.

Where the vulnerability lies

  • A uniform paper printed, transported and stored for lakhs of candidates creates many human nodes; one breach destroys the whole exam [3].
  • The Public Examinations (Prevention of Unfair Means) Act, 2024 punishes organised leaks with 5–10 years' jail and a minimum ₹1 crore fine [1][2], but deterrence acts only after the breach.

How randomised question banks help

  • A large calibrated item bank generating a unique paper per candidate makes a stolen paper commercially worthless — no two aspirants gain the same advantage.
  • Adaptive delivery, where item difficulty responds to performance, allows staggered slots instead of one national date, cutting mass-leak incentives.
  • The Ministry's High-Level Committee of Experts on NTA (Radhakrishnan Committee, 2024) [5] recommended a long-term shift to Computer Adaptive Testing, encrypted question-paper transmission, biometric "Digi-Exam" verification and about 1,000 secure government testing centres [4].

Global practice

  • The GMAT and the digital SAT are delivered adaptively from secure item banks across year-round windows — normalising flexible, multi-slot testing rather than one high-stakes day.

Limits

  • Item banks need continuous, expensive question generation; repeated exposure erodes secrecy.
  • Digital divide and uneven centre infrastructure risk disadvantaging rural candidates.
  • Insider collusion and outsourced vendors remain the weak link — hence the Committee's call to cut dependence on outsourced agencies [4].

Technology reduces the value of a leak; law raises its cost; institutional autonomy removes its opportunity. Sequencing the Committee's roadmap — secure centres and encrypted logistics first, adaptive testing next — while insulating testing agencies from external influence, would make examination integrity a guarantee of equality of opportunity under Article 16 rather than a recurring crisis.
