  1. How coordination failures cause delay
  2. Institutional fixes

Technology-led farm reform needs many agencies to act together. A ministry designs the scheme, technical bodies set standards, States control land and tenders, and private partners deliver. The Weather Information Network and Data System (WINDS) was meant to make PMFBY claim settlement faster and more accurate [3]. It shows what happens when this chain breaks: by October 2026, over 96% of planned sensors were not installed and the project was at least a year behind deadline [1].

How coordination failures cause delay

  • Split mandates: MoA&FW runs WINDS through MNCFC. States issue tenders and private firms install the sensors. IMD, which sits under a different ministry (MoES), sets the technical standards [1][4]. No single agency owns the outcome.
  • Rules changed mid-stream: IMD allegedly amended the 2023 manual to require ground installation after six States had already issued tenders [1]. The firms had priced their bids on rooftop sites.
  • Land left out of the contract: Land is a State List subject. Ground siting for about 6,612 block-level AWS and 2,50,000 panchayat-level ARG [4] needs plots that neither MNCFC nor the private firms can provide.
  • PPP risk falls on firms: Under the data-rental model, governments pay only for the data they receive [2]. Firms bear the capital cost, so uncertainty over rules deters future bidders.
  • Costs to farmers and States: Disputed yield data remains a main reason PMFBY claims stay pending [6]. The CAG had already flagged weather-data gaps and ₹999.28 crore of pending WBCIS claims [5]. States also lose part of the 90:10 central share that the revised 2024-25 start year was meant to give them [2].

Institutional fixes

  • Fix standards before tenders: MoA&FW and MoES should jointly notify technical manuals before any State issues a tender.
  • Fair transition: For tenders already issued, set a phased deadline to move sensors to the ground, with revised timelines or prices.
  • Land first: State revenue departments and gram panchayats should identify public plots before any tender is issued.
  • Interim backup: Use existing government stations to fill data gaps, as the CAG advised [5].
  • Single steering body: A Centre-State committee should resolve partner problems within fixed deadlines and track progress on a public dashboard.

WINDS is stalled because the agencies involved are not working together, not because the technology is missing. Fixing standards in advance, giving States responsibility for land and sharing PPP risk fairly would let hyper-local data deliver fairer claims. That would advance SDG 2 and the spirit of cooperative federalism.
