  1. 1. Regulatory readiness: largely in place
  2. 2. Supply-side readiness: strong base, thin retail reach
  3. 3. Consumer-side readiness: just beginning

Flex-fuel vehicles (FFVs) can run on petrol, on ethanol blended in any proportion, or on pure ethanol. They spread only when three things move together: rules, fuel supply and buyers. In October 2026, India amended the Central Motor Vehicles Rules (CMVR), 1989 to allow E100 [1]. That puts the rules in place, but supply at the pump and demand from buyers are still weak.

1. Regulatory readiness: largely in place

  • Rule 115 of the CMVR now lists E100 alongside E85. Certified FFVs must meet the emission norms of their vehicle category [1].
  • The rule permits but does not mandate. Only FFVs designed by vehicle makers (OEMs) may use E85/E100, and existing owners need not convert [1]. This protects motorists, but it creates no guaranteed demand.
  • Gap: a vehicle that can take E20 cannot automatically take E85 [1]. Labelling and public awareness must keep pace with the rule.

2. Supply-side readiness: strong base, thin retail reach

  • Strength: ethanol blending rose from below 1.5% (2013-14) to 20% in ESY 2025-26, five years ahead of the target. Production is about 2,000 crore litres [5].
  • Retail gap: E85 was launched at only 48 OMC outlets [2], and ETHANOL 100 at 183 IndianOil outlets [3].
  • Feedstock gap: the share of ethanol made from FCI rice rose from 0.02% to 24.64% between ESY 2023-24 and 2025-26 [6]. An E100 vehicle needs about five times the ethanol of an E20 car, which sharpens the food-vs-fuel trade-off.
  • Water gap: making one litre of ethanol from sugar uses about 2,860 litres of water [7].

3. Consumer-side readiness: just beginning

  • Positive: the first FFV models were launched in June 2026: Hero MotoCorp motorcycles and Maruti's WagonR. E85 is priced below petrol [4].
  • Chicken-and-egg problem: carmakers are waiting for pumps, and pumps are waiting for vehicles. The Centre has urged States to adopt supportive tax policies [8], which shows FFVs do not yet cost the same as petrol cars.
  • E85 does not raise the base blend in regular petrol [8]. Any ethanol beyond the E20 need can therefore be sold only if people buy FFVs.

Verdict: the rules are ready, supply is only partly ready, and consumer demand has barely started.

India is ready on regulation and can produce ethanol at scale, but E100 is still hard to find at the pump and few people own FFVs. The way forward:

  • open E100 pumps in the same places FFVs are launched, starting near distillery clusters;
  • give FFVs tax parity with petrol vehicles;
  • draw up a crop-by-crop supply plan that prefers maize and second-generation (2G) crop-residue ethanol over FCI rice, as NITI Aayog's roadmap advises [7];
  • carry out a water audit before expanding beyond E20.

If all three areas move together, FFVs can advance SDG 7 (clean energy) and India's energy self-reliance (Atmanirbharta).
