Under ISFR 2023, India's forest and tree cover stands at 25.17% of its geographical area [1]. But cover measures area, not condition. New evidence on fragmentation (forests broken into small, isolated patches) shows that a forest can keep its area and still lose much of its climate value.

What cover statistics capture

  • Area and carbon trends: The Forest Survey of India's biennial, satellite-based report records forest carbon stock. It also records a 2.29 bn t CO₂e additional sink against the 2.5–3.0 bn t NDC target [1].
  • This gives a consistent national baseline. It is necessary but not enough.

What they mask: fragmentation and edge effects

  • Local heating: A recent satellite study finds that fragmentation changes local surface temperature as much as forest area does. It warms tropical and temperate forests. It cools boreal forests because exposed snow reflects sunlight (albedo) [2].
  • Hot edges: Data from nearly 13 million sites show forest edges are warmer than interiors. In summer, edge temperatures often exceed the best temperature for plant growth, especially in the tropics [3].
  • Carbon penalty: Above-ground biomass is ~16% lower near edges. About 70% of the world's forest lies within 1 km of an edge [4]. So cover can stay the same while stored carbon falls.
  • Quality of gains: Of the 1,445 sq km added since 2021, tree cover made up 1,289 sq km and forest cover only 156 sq km [1]. Scattered plantations add to the totals without rebuilding connected forest interiors.
  • Area-for-area offsets: Compensatory afforestation under the Forest (Conservation) Act, 1980 replaces the area lost. But a road through a forest block creates new edges along its whole length.

Way forward

  • Add patch-size and edge-share indicators to ISFR, using satellite data FSI already collects.
  • Report natural forest and plantations separately.
  • Check forest-diversion proposals for connectivity, following WII's 2016 guidance on roads, railways and power lines [5]. The Delhi–Dehradun corridor has 10.97 km of animal underpass, and 60 safe elephant crossings were recorded there [6].
  • Adopt edge-adjusted carbon accounting so that NDC sink claims hold up over time [4].

Forest cover tells India how much forest it has, not how healthy that forest is. Measuring fragmentation alongside area would make India's forest gains ecologically real. It would also strengthen its NDC sink commitments and the Article 48A duty to protect forests.
