France has emerged as India's most reliable strategic partner in the West. Examine in light of recent defence and maritime engagements.

India's Strategic Partnership with France began on 26 January 1998. It was India's first with any Western nation [1]. In February 2026 it was raised to a "Special Global Strategic Partnership" [1]. This reflects nearly three decades of steady defence and maritime cooperation. The partnership is clearly reliable, but that reliability has limits.

Defence engagements: consistency and trust

  • Platform continuity: All 36 Rafale jets were delivered by 2022. The sixth P-75 Scorpene submarine was commissioned in January 2025. An IGA for 26 Rafale-M jets was signed in April 2025 [1].
  • Atmanirbharta element: The Rafale-M deal includes ToT for fitting Indian weapons, a fuselage production facility and MRO in India. Safran and BEL have a JV to make the Hammer weapon, and Safran runs an M88 engine MRO in Hyderabad [1].
  • Institutional depth: The 6th Annual Defence Dialogue (Bengaluru, February 2026) renewed the 10-year defence cooperation agreement [1].
  • Tri-service exercises: Shakti (Army), Garuda (Air Force) and VARUNA (Navy) [1].

Maritime engagements: Indo-Pacific convergence

  • VARUNA 2026: INS Trishul's sea phase off Toulon included anti-submarine drills with the nuclear attack submarine Suffren, live firing and cross-deck helicopter landings [2].
  • VARUNA 2025: Rafale-M and MiG-29K jets flew joint air-defence drills [3]. This builds interoperability for India's future carrier aviation.
  • Strategic framework: The 2023 India–France Indo-Pacific Roadmap guides this work [4]. It is supported by the Maritime Cooperation Dialogue and by France's part in MILAN 2026 and the IONS Conclave [1].

Limits to "reliability"

  • Dependence risk: The ToT does not cover designing the jet or its engine. Rafale-M is officially a stop-gap until the indigenous TEDBF is ready [5].
  • Delivery delays: All six Scorpenes were first due by December 2017 [6]. The last was commissioned only in 2025 [1].
  • Asymmetric exercises: India sent one frigate to work with a French task group in 2026 [2]. This reflects the Navy's tight capital budget. Its share of defence capital spending fell from 12.8% in 2012-13 to 7.5% in 2017-18 [6].
  • Reliability ≠ self-reliance: Buying from France is not the same as building in India.

Overall, France's consistency across platforms, dialogues and seas supports calling it India's most reliable Western partner. Turning reliability into self-reliance needs three things: a firm TEDBF timeline, full use of the Rafale-M ToT, and naval capital funding that matches the Navy's plans. Guided by Horizon 2047 [1], the partnership can grow from buyer and seller to co-developers. That would advance the strategic autonomy both countries value.
