Green crackers are a technological fix to a behavioural problem. Critically analyse.
New · District CollectorCan you hold the district for 72 hours?Floods, a heatwave, an outbreak, a grievance queue. Take the decisions, see the consequences.Play →Green crackers, developed by CSIR-NEERI, emit at least 30% less particulate matter than conventional ones [1]. Yet in October 2026 the Supreme Court said its fireworks order was being breached "left and right" [5]. Cleaner chemistry helps, but it cannot by itself fix a problem rooted in mass festive behaviour.
Merits of the technological fix
- Lower harm per cracker: each green cracker cuts particulate emissions [1].
- Middle path: in October 2025 the SC allowed limited sale of certified green crackers in Delhi-NCR [2]. This replaced a blanket ban and balanced Article 21 with tradition.
- Livelihoods: the industry gets a compliant route, and in September 2026 the SC ruled out a total ban [8].
Why it remains a partial answer
- Rebound effect: the permission was projected to raise fireworks use in Delhi-NCR by about 40% [4], which eats into the per-cracker saving.
- Outcome evidence: after Diwali 2025, Delhi's average PM2.5 tripled from 156.6 to 488 µg/m³, the worst since 2021 [3].
- Non-compliance: conventional crackers and bursting outside the permitted hours continued. The Court sought enforcement data and said "the change has to come from within the people" [5].
- Timing over product: calm winds and temperature inversion trapped the smoke [3].
- Weak measurement: readings went missing at several monitoring stations, so compliance cannot be verified [6].
Green cracker (−30%/unit) + ~40% more use + inversion → worse air
Fig: Why a cleaner product still produced dirtier air
Way forward
- Behavioural nudges: celebrity campaigns, as the Court suggested [5], and community displays run by RWAs.
- Weather-linked permission: bring crackers under GRAP, which already halts construction at Stage III [7].
- Field validation: NEERI should measure total festival emissions, not only lab results per cracker.
Green crackers are thus necessary but insufficient. They make each act of celebration cleaner without reducing the number of acts. Combining the technology with nudges, GRAP-linked rules and credible enforcement can reconcile festivity with the right to clean air under Article 21 and with SDG 11.6.
