The India–EFTA TEPA came into force on 1 October 2025 [1]. The Indo-Swiss Research Framework (ISRF) was presented in October 2026 [2]. Together they add an investment pillar and an innovation pillar to a relationship long led by gold trade. They change what the two sides intend to do, but the results have not yet followed.
How the two tracks reshape ties
- Investment-led trade: EFTA aims to raise FDI by USD 100 bn and create 1 million direct jobs in India over 15 years [3].
- Balanced IPR: TEPA keeps IPR commitments at the TRIPS level and protects Indian generic medicines against evergreening [3].
- System-level science: the ISRF builds on the 2003 S&T agreement and the ISJRP (2005). It adds "Explore" seed grants (co-funded by SNSF and DST) and AIT India, run with ZHAW, which helps move research from lab to market [2].
- Strategic themes: glacier and mountain-hazard research (MoES–SNSF), One Health (DBT–ICMR–SNSF) and AI ethics (ICSSR–SNSF) [2]. These match India's Himalayan-resilience and tech-governance priorities.
Limits of the change
- Lopsided trade base: in 2024 India imported USD 25.2 bn from Switzerland, mostly gold bullion, and exported only USD 1.7 bn [4].
- Small R&D presence: only 30 of 330 Swiss companies in India run an R&D centre [4]. TEPA's FDI target does not say which sectors the money must go to.
- Slow institutions: the S&T Joint Committee first met in 2011, eight years after the agreement was signed [4]. Its 7th meeting was held only in September 2025 [5]. Switzerland ended the Tagore Chair MoU in 2023, and the 2016 skills MoU has lapsed [4].
- Split Indian funding: five Indian agencies fund separate tracks, while Switzerland has one main funder, SNSF [2]. Because each side must fund its share equally, a joint project moves only as fast as the slower budget.
- Unsettled IP ownership: a 2007 MoU on intellectual property exists [4], but who owns inventions from joint One Health and AIT India work is still unclear.
Overall, TEPA and the ISRF together move the relationship from bullion and banking towards investment and innovation. Several steps would turn this intent into results: an annual Joint Committee that publishes its outcomes, a clear route from Explore grants to full ISJRP projects with ANRF co-funding, IP-sharing terms written into the DST–SNSF agreement, and glacier research fed into NDMA's GLOF early-warning work. With these, the partnership can advance SDG 9 and SDG 17 and match Switzerland's technology with India's scale.
