India missed the IT-led industrial revolution but claims readiness for a biotechnology-AI-driven one. Critically examine the institutional and policy architecture (BioE3, IndiaAI Mission, National Quantum Mission) that supports this claim.

India entered the IT revolution as a late service-provider rather than a technology-setter. The government now claims India will be an essential player in a biotechnology- and AI-driven revolution [1]. A credible mission architecture does exist, but converting outlays into indigenous capability remains the real test.
Architecture that supports the claim
- BioE3 Policy (2024): Cabinet-approved framework for high-performance biomanufacturing, spanning bio-based chemicals and enzymes, smart proteins, precision biotherapeutics, climate-resilient agriculture and carbon capture [2]. India is among the first countries with a dedicated biotechnology policy [1].
- Bio-RIDE scheme (2024): ₹1,500 crore to set up Biofoundry and Biomanufacturing hubs and back start-ups — giving BioE3 an implementation vehicle rather than leaving it declaratory [3].
- IndiaAI Mission (March 2024): ₹10,371.92 crore across compute access, a datasets platform, FutureSkills and start-up financing — addressing the compute bottleneck India lacked in the IT era [4].
- National Quantum Mission: ₹6,003.65 crore (2023-24 to 2030-31) targeting 50–1000 physical qubit machines, building foundational capacity rather than applications alone [5].
- Proof of concept: post-liberalisation, the space economy rose to about USD 9 billion with a projected USD 40–45 billion in eight to nine years [1].
Critical gaps
- Convergence deficit: BioE3, IndiaAI and NQM sit under different departments; biotech-AI fusion needs shared data, compute and standards under one coordinating authority.
- Scale mismatch: the combined outlay is modest against global private R&D in AI and synthetic biology.
- Federal thinness: delivery depends on states, where BioE3 cells and Centre-State partnerships are only now taking shape [6].
- Upstream dependence: reliance on imported GPUs, reagents and instrumentation dilutes "self-reliance"; regulatory clarity on gene-editing and data governance is still evolving.
India's readiness is therefore institutional rather than yet demonstrated — a decisive improvement on the IT era, when policy followed the market. Anchoring these missions in a single convergence mechanism, sustained R&D financing and state-level capacity can translate architecture into leadership, advancing the Viksit Bharat @2047 goal.
