India's digital health ecosystem is often compared with UPI's success story. Critically analyze this comparison in the context of ABDM's growth.

The Ayushman Bharat Digital Mission (ABDM), which doubled ABHA-linked health records from 50 to over 100 crore in just 15 months [1], is frequently hailed as "UPI for health." While the parallel captures ABDM's Digital Public Infrastructure (DPI) design, it obscures critical differences in data, adoption, and outcomes.

Where the comparison holds

• Shared DPI architecture: like UPI, ABDM rests on open, interoperable standards and a consent-manager layer, avoiding a central data silo — a hallmark of the "India Stack." [3]
• Public–private network effects: over 450 health-tech solutions are integrated, mirroring UPI's app ecosystem. [1]
• Scale and velocity: nearly 10 crore records linked every 2–3 months echoes UPI's exponential curve. [1]

Where the comparison breaks down

• Sensitivity of data: health records are far more sensitive than payment tokens, raising acute privacy and consent concerns under the DPDP Act, 2023 — a risk UPI never faced.
• Uneven adoption: full ABHA saturation exists only in small UTs like Ladakh and Lakshadweep [2], exposing a rural–urban digital divide, whereas UPI penetrated deeply across income groups.
• Records ≠ care: "linked records" measure digitisation, not continuity of treatment; UPI's metric (transactions) is inherently a completed use, ABDM's is not.

The UPI analogy is aspirationally useful but analytically incomplete: ABDM has replicated the plumbing of DPI, not yet the meaningful use. Realising the comparison demands robust privacy safeguards and equitable last-mile access — aligning with SDG-3's goal of universal health coverage.
