India has signed Migration and Mobility Partnerships (MMPs) with France, the UK, Germany, Austria, Italy, Denmark, Finland and the EU [1]. The India–Switzerland MMP of October 2026 [2] follows the same model. It makes the export of skilled labour legal, predictable and two-way.

How MMPs are reshaping skilled-labour export

  • Predictable legal routes: the Swiss MMP gives multiple-entry visas valid up to 5 years, with stays of up to 6 months, and renewable 1-year student permits [2].
  • Early-career mobility: the Young Professionals Agreement allows 300 persons per country per year, which may rise to 500, to build skills through temporary work [2].
  • Rights-based design: the MMP rests on equal treatment and targets exploitation and trafficking [2]. Unregulated recruitment channels offer no such safeguards.
  • Trade–mobility link: Switzerland belongs to EFTA, not the EU [3], so it needed a separate bilateral deal. The MMP gives TEPA's Mode 4 commitments and planned MRAs for nurses, chartered accountants and architects a visa channel [4].
  • Study-to-work pipeline: Germany's 2022 MMP combined Job Seeker Visas with an Academic Evaluation Centre in New Delhi [5]. These partnerships increasingly route talent through education.

Limitations

  • Small scale: the Swiss quotas are a small door, not a large labour channel. Germany's MMP offers 3,000 Job Seeker Visas a year [2][5].
  • Obligations on India: India must help curb irregular migration "in accordance with national laws" and verify nationality within 30/90 days [2]. This tests its consular capacity.
  • Recognition gap: PIB calls the MRAs only "a step towards" easier mobility [4]. Without them, a nurse holding a visa may still be unable to practise.
  • Weak follow-through: the 2016 India–Swiss Skill/VET MoU lapsed [3].

Way forward

  • Turn TEPA's proposed MRAs into signed agreements [4].
  • Set up a joint body to evaluate degrees, on the German model [5].
  • Publish yearly data on how many people use the MMP and YPS so that implementation can be tracked.

Overall, MMPs are turning skilled-labour export from a one-way outflow into regulated, circular talent partnerships, and the Swiss MMP adds a link tied to innovation. India can make better use of its demographic dividend if it expands quotas, secures recognition of qualifications and builds verification capacity. This also serves SDG target 10.7 on safe, orderly and regular migration.
