The possibilities it demonstrates
- Price-led diversification: post-2022 discounts lifted Russia from a marginal supplier to over half of India's import basket, cushioning domestic consumers and the import bill when global prices spiked.
- Supply resilience: when Strait of Hormuz risks threatened Gulf flows, the Russian option acted as a hedge against West Asian disruption [1].
- Legality and leverage: purchases fall outside any UN embargo and within the Western price-cap design, which was built to keep Russian oil flowing at lower prices.
- Non-exclusive partnerships: India deepened defence and technology ties with the US even while buying Russian crude — autonomy exercised, not merely asserted.
The limits it exposes
- Coercive interdependence: the US House passed the Lindsey O. Graham Sanctioning Russia and Iran Act, 2026 (262-159), permitting tariffs up to 100% on the top five buyers of Russian oil [2].
- Asymmetric rules: the tariff power is discretionary with the US executive, and exemptions favour allies showing efforts to cut Russian energy reliance [2] — India's autonomy is thus adjudicated by another state's standards.
- Displaced costs: retaliation would strike textiles, gems and engineering exports that had no role in the crude decision.
- Thin material cushion: Phase-I strategic reserves of 5.33 MMT cover only about 9.5 days of crude need [3], and refineries configured for Urals-type grade cannot switch suppliers overnight.
Autonomy, therefore, is a function of capacity rather than declaration. Completing the 6.5 MMT Phase-II reserves [4], agreeing a phased sourcing wind-down with refiners, de-linking oil from export negotiations, and cutting demand through ethanol blending and electric mobility would convert a defensive posture into genuine bargaining strength — securing energy security without surrendering independent judgment.
