  1. Market access: what India gains and gives
  2. Strategic autonomy: where the tension lies
  3. Reconciling the two

India is negotiating with its two largest Western partners at the same time. In October 2026, the Finance Minister said the India–U.S. talks had reached a "plateau" and that further concessions would be "very difficult." She also said Russian oil imports were not a condition in the EU talks [1]. India is offering tariff cuts to win market access, but it is keeping energy and foreign-policy choices out of the bargain.

Market access: what India gains and gives

  • U.S.: Under the February 2026 interim framework, the U.S. applies an 18% reciprocal tariff on Indian goods such as textiles, leather and footwear. In return, India cuts tariffs on U.S. industrial goods and on selected farm products like tree nuts and soybean oil [2].
  • EU: The FTA concluded at the 16th India–EU Summit gives India preferential access on 97% of EU tariff lines, covering 99.5% of trade value [3].
  • Both deals favour labour-intensive exports, which supports jobs and Make in India.

Strategic autonomy: where the tension lies

  • Energy purchases used as leverage: The U.S. framework records India's intent to buy $500 billion of U.S. energy, aircraft, technology and coking coal over five years [2]. This links India's import choices to its market access.
  • Russian oil kept separate: India kept Russian crude out of the EU deal as a condition [1], so its trade policy is not tied to sanctions politics.
  • Red lines on farming: In the EU deal, India gave no market access in dairy and protected cereals, poultry and some fruits and vegetables [3]. This shields small farmers.
  • Negotiation signalling: Publicly calling the U.S. talks a "plateau" [1] puts a ceiling on further demands.

Reconciling the two

  • Diversifying energy sources on commercial terms can satisfy partners without handing over control of where India buys its oil.
  • Negotiating with the U.S. and EU in parallel reduces dependence on any single market. This is multi-alignment in practice.

Overall, market access and strategic autonomy can co-exist when concessions are measured rather than open-ended. India should choose energy suppliers on commercial grounds and hold firm on agriculture and dairy. Its agreements should follow WTO rules. Balanced deals of this kind support the Viksit Bharat goal and keep India's foreign policy independent.
