Solid waste management is a constitutionally devolved municipal function under Schedule XII (Article 243W), yet only a small share of India's ~62 million tonnes of annual municipal solid waste is scientifically treated. The binding constraint lies in institutions rather than machinery.
The governance deficit is primary
- Incomplete devolution: the 74th Amendment assigns sanitation to ULBs, but states retain control over funds, functionaries and staffing; smaller municipalities operate without dedicated technical cadres [4].
- Enforcement gap: the SWM Rules, 2016 mandated three-stream source segregation and Extended Producer Responsibility [2], yet compliance stays weak outside top Swachh Survekshan performers, with the NGT repeatedly forced to act against landfill fires and illegal dumping.
- Fiscal timidity: ULBs are empowered to levy user charges on waste generators [2], but political reluctance keeps cost recovery negligible.
- Fragmented accountability: MoEFCC notifies rules while MoHUA runs SBM-U and states legislate — diffusing responsibility.
- Tellingly, the SWM Rules, 2026 (effective 1 April 2026) respond with four-stream segregation, environmental compensation on the polluter-pays principle, and a centralised online tracking portal [3] — remedies of oversight, not of hardware.
Technology is largely available, not absent

Empowering ULBs with funds and functionaries, mainstreaming informal waste workers, and enforcing the 2026 Rules can convert waste into a circular-economy resource, advancing SDG-11 on sustainable cities.
