India shares river basins with several neighbours but lacks a comprehensive water-sharing framework with China. Critically evaluate the need for such a mechanism in the context of recent hydropower developments in Tibet.

India's arrangement with China on the Brahmaputra rests only on a non-binding Expert Level Mechanism (2006) and periodic hydrological-data MoUs [1], unlike the treaty-based Indus Waters Treaty with Pakistan [2]. With construction underway on the Yarlung Zangbo Lower Reaches Hydropower Project at Tibet's Great Bend, the case for a binding mechanism has grown compelling, though not without limits.
Why a framework is needed
- Asymmetry of information: China shares data from only three upstream stations, and only in the flood season; a ~320 km unmonitored stretch separates the last Chinese station from India's first, precisely where flash floods originate [3].
- Non-binding, revocable arrangements: when data flow was suspended in 2017, India had no enforcement remedy [3]. The MoUs lapse periodically and depend on the state of overall bilateral ties.
- Scale of the intervention: a ~60 GW cascade of five stations, sited near the Arunachal Pradesh border, can alter flow timing and sediment load into Assam and Bangladesh — with no consultation obligation on the upper riparian [1].
- Compounding disaster risk: the August 2026 Nepal–Tibet ice-rock avalanche floods underline that GLOFs are now roughly five times more frequent than in 1950, in a seismically active belt where hydropower is concentrating in valley floors [4].
Limits of the demand
- Treaties need a willing partner; China is not party to the UN Watercourses Convention and prefers bilateral, non-binding engagement [3].
- The Indus model worked with third-party guarantee and financing [2] — absent between India and China.
- A treaty alone cannot substitute for domestic preparedness: basin storage, real-time telemetry and Siang-basin planning.
A binding framework is therefore necessary but not sufficient. India should pursue a phased approach — year-round, all-season data-sharing first, then notification and dispute-settlement clauses — while building indigenous monitoring and coordinating with Bangladesh as co-riparian. Institutionalising cooperation, in the spirit of the Indus precedent and SDG-6, converts an irritant into shared Himalayan water security.
