India's growth corridors increasingly cut through elephant and tiger habitats, making mitigation design — not project abandonment — the core policy tool. The balance is struck by embedding wildlife-permeable structures, route realignment and statutory clearance into project design itself, though outcomes remain uneven.

Design-level mitigation: making highways permeable

  • Elevated corridors over animal crossings: the CCEA-approved 4-laning of the Kaliabor–Numaligarh section of NH-715 (85.675 km, Rs 6,957 crore) includes a 34.5 km elevated stretch covering the entire wildlife cross-movement from Kaziranga National Park to Karbi-Anglong Hills, keeping passage free even during monsoon flooding when animals flee uphill [1].
  • Underpasses and bypasses: the Guwahati–Tezpur Corridor on NH-15 (135.871 km, Rs 8,970.20 crore, BOT-Toll) provides one elephant underpass in the Tezpur bypass, alongside 46 underpasses and 19 flyovers [2].

Route planning and congestion diversion

  • Greenfield bypasses shift traffic away from sensitive and densely settled stretches — 21 km of bypasses at Jakhalabandha and Bokakhat near Kaziranga [1], and 5 bypasses totalling 58.7 km on the Guwahati–Tezpur corridor [2].
  • Building parallel capacity reduces pressure on ecologically loaded routes: the NH-15 corridor is designed to decongest NH-27 (East-West Corridor) on the Brahmaputra's south bank [2].

Regulatory and multi-objective balancing

  • Projects in eco-sensitive zones require environment and wildlife clearances, forcing mitigation as a precondition rather than an afterthought.
  • Connectivity gains are simultaneously developmental: the NH-15 project serves 2 aspirational districts (Darrang, Udalguri), 8 industrial parks and tourist sites including Kaziranga and Orang National Parks [2], showing conservation and access can be co-designed.

Balance is therefore achieved less by choosing between road and habitat than by engineering continuity for both — elevated spans, underpasses and bypasses that let wildlife move under traffic. Going forward, mandatory pre-project wildlife corridor mapping, post-construction monitoring of animal usage, and standardised mitigation norms for all eco-sensitive alignments would institutionalise what is currently project-specific good practice, advancing both infrastructure goals and Article 48A's duty to protect wildlife.
