What institutional mechanisms exist within BRICS to mainstream women-led development? Critically evaluate their effectiveness.

Women-led development has moved from rhetoric to a distinct institutional "Women's Track" in BRICS, anchored in a Working Group and a Ministerial Meeting. Yet these mechanisms remain consultative rather than binding, giving them agenda-setting value but limited enforcement power.
Existing institutional mechanisms

Limitations
- Outcomes are declaratory, lacking treaty status, binding targets or compliance review.
- The track is Chairship-dependent: priorities may shift with each rotating presidency, weakening continuity.
- No dedicated financing window or standing secretariat, unlike the New Development Bank; civil-society and grassroots participation remains thin.
Thus BRICS has built a credible architecture of dialogue but not yet of delivery. Institutionalising a permanent Women's Track secretariat, measurable gender indicators carried across chairships, and a financing link with the New Development Bank would convert intent into outcomes — advancing SDG-5 and India's own vision of women-led development.
