Article 326 guarantees adult suffrage at 18. Until 2021, however, the law recognised only 1 January as the qualifying date for enrolment. The Election Laws (Amendment) Act, 2021 added 1 April, 1 July and 1 October [1]. This narrows the gap between becoming eligible and being enrolled, but enrolment alone does not secure the vote.
How multiple qualifying dates widen the franchise
- Shorter wait: under the old rule, a person who turned 18 on 2 January waited almost a year to enrol. Now they can enrol in the next quarter [1].
- Advance applications: 17-year-olds can apply early, and the roll is updated every quarter [2]. Manipur's 2027 SSR accepts advance applications for the April, July and October 2027 dates [3].
- Fewer exclusions before polls: a mid-year election no longer leaves out those who turned 18 after January. The roll comes closer to the actual adult population.
- Continuous updation: the yearly revision becomes a rolling process. This strengthens the ECI's Article 324 superintendence of rolls.
Limits: necessary but not sufficient
- Eligibility is not participation: the dates help only those who apply. Low awareness among rural, migrant and first-time voters remains.
- Deletions can offset gains: Manipur's SIR removed 1,32,456 names before the SSR [3]. Displaced voters risk being marked "shifted". The RP Act, 1950, however, says a temporary absence does not end ordinary residence [4].
- Document barriers: giving Aadhaar is voluntary, and not having it cannot bar enrolment [1]. Even so, poor or displaced citizens may lack the alternative papers.
- Administrative load: four windows a year strain EROs and Booth Level Officers. Manipur must settle all claims by 28 December 2026, ahead of a poll due by March 2027 [3].
Way forward
- SVEEP outreach in schools and colleges, timed to each quarter.
- Constituency-wise publication of the reasons for deletions, and claims camps inside relief camps.
- Online Form 6 with doorstep verification by BLOs.
Multiple qualifying dates turn the right to vote at 18 from a once-a-year chance into a continuing entitlement. This makes them a significant structural reform. If they are paired with inclusive verification and outreach, they can fulfil the promise of Article 326 and the ECI's aim that no voter is left behind.
