Gandhi's charkha made khadi the cloth of Swadeshi. Today the Khadi and Village Industries Commission (KVIC), a statutory body under the KVIC Act, 1956 [3], has turned that symbol into an enterprise ecosystem. KVI sales reached a record ₹1.87 lakh crore in 2025–26 [2]. However, the transition is still incomplete.
KVIC's role in the transition
- Statutory mandate: Section 15 directs KVIC to plan, promote and organise KVI in rural areas, under the Ministry of MSME [3].
- Enterprise creation (PMEGP): General-category beneficiaries get a margin-money subsidy of 25% of project cost in rural areas and 15% in urban areas. Over 10.18 lakh units have been set up and ₹73,348 crore in loans sanctioned [4].
- Technology: Under the Gramodyog Vikas Yojana, KVIC distributed 37,769 machines and toolkits in 2025–26 [1].
- Markets and credit: Market Development Assistance replaced the old flat rebate [5]. The ISEC scheme gives Khadi institutions credit at 4% a year [1].
- Inclusion: Women make up more than 80% of about 5 lakh Khadi artisans [1]. Total KVI employment reached 2.04 crore, up 56% over 2013–14 [2].
- Global reach: A PMEGP-backed honey unit in Punjab now exports to 36 countries [1].
Challenges that remain
- Khadi is a small part of KVI: Khadi itself accounts for only ₹7,869 crore of the ₹1.87 lakh crore [2]. Village industries drive most of the growth, and hand-spinning remains marginal.
- Artisan income: Spinner pay rose from ₹4 to ₹15 per hank [2], which is still low in absolute terms. Record sales have not turned into matching wages.
- Institutional overload: KVIC both regulates the sector and runs many schemes. Past reviews urged making it a policy-formulation body [5].
- Quality and branding: The Sukthankar Committee called for brand building, quality control and a cluster approach [5]. Competition from powerloom and mill cloth continues.
- Rural-centric design: A mandate tied to rural areas [3] fits poorly with urban, e-commerce and export markets.
- Sustainability of units: PMEGP reports units set up and loans sanctioned. How many units survive after the subsidy is not tracked.
Through credit, technology and market support, KVIC has turned khadi from a national symbol into a source of rural livelihoods. The way forward is to:
- reposition KVIC as a facilitator,
- link artisan wages to sales growth,
- work with PM Vishwakarma, ODOP and GI branding.
That would fulfil Article 43's call to promote cottage industries, advance SDG 8 on decent work, and carry Gandhi's idea of village self-reliance into a modern economy.
