Traditional artisans, the "Vishwakarmas" who work with hands and tools in the unorganised sector, learn their craft through the guru-shishya parampara [1]. PM Vishwakarma (2023; ₹13,000 crore; 18 trades) has strengthened the supply side [1]. The evidence now shows that selling, more than making, is the harder constraint, though skill and market work as complements.

Why market access is the binding constraint

  • Demand for selling support: about 63% of registered artisans (9,05,328 of 14.38 lakh) had opted for marketing support by 2024 [2].
  • Supply outpaces reach: by September 2026, 30 lakh had registered and 24.37 lakh had been trained, but only about 30,000 had been onboarded on e-commerce platforms [3].
  • Credit needs buyers: collateral-free loans (₹1 lakh + ₹2 lakh at 5%) are repaid from sales [1]. Without buyers they become debt, in a sector whose credit gap is about ₹20–25 lakh crore [4].

Why skill still matters

  • An IIM Mumbai evaluation found that 93% of surveyed beneficiaries reported higher income after training [3].
  • Markets reward design, packaging and branding. The real gap is market-ready skill, not the craft itself.

Convergence initiatives

  • MSME–TRIFED MoU (Nov 2026): MSME identifies tribal PM Vishwakarma artisans. TRIFED onboards and aggregates them, checks quality, packages and promotes their products through a proposed "Tribes India–PM Vishwakarma Collection" [5].
  • The MoU draws on TRIFED's 117 outlets, 15 Regional Offices and tribesindia.com [6].
  • Other channels include GeM, ONDC, an Amazon MoU, One Station One Product stalls for Divyangjan artisans and airport stalls under AVSAR [3].

Limits and way forward

  • Narrow coverage: the MoU covers only eligible tribal registrants who give consent [5].
  • Exclusion risk: applications can be filed only through CSCs, followed by three-tier verification, which can shut out remote tribal artisans [3].
  • Cluster aggregation: use the Van Dhan template of 15 SHGs (about 300 members) per cluster [6].
  • Track sales and income, not sign-ups, then extend the model to non-tribal artisans.

PM Vishwakarma has laid the foundation of skill and credit, and the next challenge is the market. Convergence such as the MSME–TRIFED MoU links existing institutions instead of building parallel ones. Scaling it through clusters and tracking outcomes can turn Samman, Samarthya, Samriddhi [3] into real incomes. This would advance Article 46's mandate for the economic interests of weaker sections and SDG 8 (decent work).
