Level crossing accidents remain a persistent safety challenge for Indian Railways despite decades of modernisation. Discuss the causes and evaluate recent technological interventions to address them.

Level crossings, where rail and road meet at grade, remain the weakest link in rail safety. Though all unmanned level crossings on Broad Gauge were eliminated by January 2019 [3], the Cuddalore (Tamil Nadu) collision of July 2025, in which a train struck a school van at a manned but non-interlocked gate, shows the risk has shifted rather than vanished [1].

Causes of persistence

  • Dependence on human confirmation: at non-interlocked gates the gateman manually locks the gate and conveys closure to the Station Master through a "private number" exchange, with no independent means of verifying actual closure [1].
  • Incomplete interlocking: Electrical/Electronic Interlocking covered 6,660 stations by December 2025, so gate–signal integration is still not universal [2].
  • Costly grade separation: elimination depends on ROBs/RUBs, which are land- and capital-intensive, leaving thousands of crossings in service [3].
  • Road-user behaviour: negligent crossing by vehicles, including school transport, adds a last-mile risk beyond railway control [1].

Evaluating technological interventions

  • Merits: the Railway Board has ordered AI-enabled, solar-powered CCTV at all non-interlocked gates, feeding live video to the Station Master and engineering control room and raising automatic alerts if a gate stays open [1] — replacing verbal assurance with verifiable evidence, and workable off-grid. Kavach 4.0, thermal cameras and AI-based Distributed Acoustic Sensing extend this ecosystem; consequential accidents fell from 135 in 2014-15 to 31 in 2024-25 [2]. RDSO–IIT Kanpur's radio/RFID advance-warning system has been piloted at level crossings [2].
  • Limits: surveillance detects but does not physically prevent; alerts still need split-second human response. Kavach addresses train-to-train conflict, not road–rail conflict. Adoption remains reactive and post-accident, with maintenance and connectivity gaps at remote gates.

On balance, these interventions meaningfully close an accountability gap, but technology must be paired with sustained grade separation, gateman training and road-user awareness. Layering automated verification over structural investment can align Indian Railways with SDG 3.6 on road safety and the constitutional promise of the right to life.
