'Logistics efficiency is central to India's manufacturing competitiveness.' Evaluate this statement with reference to the National Logistics Policy and ULIP.

In this answer
  1. How logistics efficiency drives competitiveness
  2. Limits of the claim

Logistics costs directly determine the landed price of manufactured goods. The National Logistics Policy (NLP), launched on 17 September 2022 alongside the Unified Logistics Interface Platform (ULIP), seeks an integrated, cost-effective logistics network to drive business competitiveness [2]. The statement is largely valid, though logistics is a necessary — not sufficient — condition for manufacturing strength.

How logistics efficiency drives competitiveness

  • Cost pass-through: NLP explicitly targets soft infrastructure — process reform, digitisation, skilling — to complement PM GatiShakti, lowering the delivered cost of Indian goods [2].
  • Single-window data access: ULIP integrates logistics systems across Central Ministries through APIs, giving exporters one interface instead of multiple long, cumbersome clearances [2].
  • Scale of adoption: ULIP has crossed 100 crore+ API transactions, with 1,300+ registered companies and 350+ agreements — evidence of real industry uptake, not a paper reform [3].
  • Federal spread: MoUs with States extend the platform to sub-national supply chains — Punjab's Directorate of Industries & Commerce signed on for logistics visibility, MSME support and ease of doing business [1]; Maharashtra signed earlier [4].

Limits of the claim

  • ULIP is an information layer; it cannot substitute for physical bottlenecks — port turnaround, first/last-mile roads, low rail freight share.
  • Uneven state capacity: gains depend on State departments (Transport, Warehousing, PWD) onboarding, so benefits accrue faster in industrially advanced States [1].
  • Competitiveness also turns on power tariffs, credit cost, land, labour productivity and scale — logistics reform alone cannot offset these.
  • Data-sharing across ministries raises privacy and commercial-confidentiality questions needing clear governance.

Logistics efficiency is thus a decisive enabler rather than the sole determinant of manufacturing competitiveness. The verdict: NLP and ULIP have correctly digitised the soft layer, and their value will multiply as GatiShakti's hard infrastructure matures and more States integrate. Pairing this digital backbone with multimodal capacity and MSME onboarding can convert data visibility into genuine cost savings, advancing the constitutional goal of balanced economic development.
