Malnutrition remains a 'silent emergency' despite decades of targeted schemes. Critically examine the evolution from ICDS to Mission Poshan 2.0 in addressing India's nutrition challenge.
Malnutrition is termed a "silent emergency" because it kills and disables invisibly, without the drama of a disaster. India's response has evolved from the service-delivery model of ICDS (1975) to the mission-mode convergence of Mission Poshan 2.0 — a genuine institutional advance, yet outcomes remain slower than the architecture promises.
The evolutionary trajectory
- ICDS (1975) created a universal delivery platform — Anganwadi Centres offering supplementary nutrition, pre-school education and health check-ups; later renamed Anganwadi Services [2].
- POSHAN Abhiyaan (2018, Jhunjhunu) shifted focus from inputs to outcomes — targeted reduction of stunting, wasting, underweight and anaemia through multi-ministerial convergence [2].
- Mission Poshan 2.0 subsumed Anganwadi Services, POSHAN Abhiyaan and the Scheme for Adolescent Girls, merging nutrition with Saksham Anganwadi infrastructure upgradation [3].
Achievements
- Measurable improvement: NFHS-5 (2019–21) shows stunting down from 38.4% to 35.5% and underweight from 35.8% to 32.1% [4].
- Digital accountability: the Poshan Tracker enables near-real-time monitoring — over 14 lakh AWCs and about 9.15 crore beneficiaries registered [4].

Persisting limitations
- Progress is incremental, not transformative — wasting fell only 21.0% to 19.3%, indicating acute undernutrition remains stubborn [4].
- Anganwadi workforce burdens — honorarium-based workers carry expanding survey and data-entry duties, risking service dilution.
- Convergence deficit between Health, WCD, Panchayati Raj and Rural Development departments at district level.
- Digital enrolment measures coverage, not nutritional outcome.
The evolution has been directionally sound — from feeding to nourishing, from schemes to missions. Realising "Suposhit Bharat by 2047" [5] now demands strengthened frontline capacity, genuine departmental convergence and dietary diversification, so that nutrition security becomes the foundation of India's demographic dividend and its constitutional promise of health under Article 47.
